Why is Spain 20th place in International Rugby Rankings?

Questions were asked after reading some farce history on Polynesians in South America. The history was on the South American Peruvian Labor Scheme, which failed, and became a labor market for slum trading kidnappers. Every time it seems that some Anthropologist finds Polynesian DNA in South America, they throw it away to the possibility of the Peruvian Labor Scheme. Now it seems Samoans and Tongan are reading some of those articles, and laughing cause well, Samoans and Tongans are stronger and bigger than their neighbors, and who regularly flatten their opponents in anything closely related to War. The subject of Spain on the flattened Rugby 20th ranking list was briefly mentioned.
